i'm newbie to uox3. currently i created a tamer and miner. this toon rely heavily on the tamed creature and a pack horse. i was hoping to put those pets at the stable master to avoid pet turn wild and away they go on forever vacation. i ran to the places i knew a stable master was found in retail server but no stable master was found. i said to myself. ok... i'm the GM and admin for this server why don't i add one here. i went digging and looking at the gm command list. found one closely similar to what i need but after looking through the list of the 'add command there is no stable master at the npc list to spawn.
my questions are:
1.how do i place or add a stable master?
2. is there a quick command or trick to make a pet bound so that pet will be out there at the destination after a recall and not by enter moongate?

Hello, and welcome! 
First of all, I'd like to point you towards the Community-made spawn.dfn, which can populate your world with most basic NPC shopkeepers as well as monsters in dungeons etc. Just download, unzip/unrar, and place the spawn.dfn file contained within the archive into your UOX3\DFNDATA\SPAWN folder (while UOX3 is not running). On next startup, a bunch of NPCs will spawn automagically.
As for your questions specifically:
1) If you want to spawn a stable master manually, try 'ADD NPC m_animaltrainer (or f_animaltrainer)
2) Hm. As far as I know there is no support for doing this for players. There is a GM command you can possibly use to "summon" a specific pet to your location, if you know the serial number of said pet. You can get this by doing 'CSTATS on it. The command in question to summon the pet to your location: 'XTELEPORT h h h (replace h h h with the serial of the pet)

now that you mentioned the npc name above i remeber seeing that npc name at the farmland near britian at the local where a stable master usually be according to my memory playing uo a decade ago.
after reading your reply post here i login with the admin account and 'recall there. looked around the farmland there was lucky to see a horse. tamed it and try to stable it but no mater what i did there was no stablecusor to click on the pet. was that command still the same as stable or not. i kept saying stable over ten times yet no response at all. how do i stable the pet. it's been decade so my uo skill must be so rusty now.

Animal-Trainers should respond to the keywords "stable" and "claim". Note that if you're using Stranf's worldfile-kit, the stablemaster script might not be present there.
As a test to see if you have the stablemaster script running and functional, do a 'ADD NPC male followed by a 'SETSCPTRIG 3105 on the NPC you just added. If the script got set correctly (you should get a system message saying otherwise if it didn't), try saying stable to him and see if he responds.

Then open UOX3\js\jse_fileassociations.scp in notepad or another text-editor you have handy, and add the following line somewhere inside the [SCRIPT_LIST] section (not sure if the entries have to be in proper order, better safe than sorry though):
3105=npc/ai/stablemaster.js
Next, open the following files in your text-editor:
UOX3\dfndata\npc\
malevendors.dfn
femalevendors.dfn
Locate the entries called
[m_animaltrainer]
[f_animaltrainer]
In those sections, add a new line saying
SCRIPT=3105
Once you restart UOX3, any NEW animal-trainer NPC you add after doing these changes should respond to your stable/claim commands. If there are any olds ones around you can fix them manually using 'SETSCPTRIG 3105.
