where do i adjust ALL of the items a new player gets in their bank box when they login? (ie all spells, gold, artifacts, minor artifiacts, house deeds, etc.) ?
Also how do i set it so that every new player has spellweaving enabled?

Look, if I'm not mistaken, the items that a new player gets in your backpack can be adjusted in:
dfndata > newbie.
The gold coins in:
UOX3.ini > [startup] > STARTGOLD=####
The rest I think I know not of...

You can also use the following script (or your own variation thereof) for adding items directly to players bank-boxes:
