As I recall, every expansion up until the new Kingdom Reborn will work on Uox.
But to what extent, depends on the features you want.
For example, most of the items and clothing from Samuri Empire is implemented; however, you will not be able to use Bushido or any of the special attacks.
You can even play as an elf in UOx3, although all you get is funky hair-styles and strange skin colors.
It appears to me, that the DEV crew is focusing on making UOx3 as true to original OSI as possible, then adding the special features later. This can be shown by the Dev crew changing the combat calculations to original OSI (which is far superior IMO) than the complex hodge-podge it is now.
But since artwork is easy to implement, all of the weapons and armor from OSI up through the latest Mondain's Legacy patch should work.
Uox3 is actually a very nice, well rounded emulator that can be easilly customized via JS. I've never used Run UO, but from what I gather from browsing the internet Uox3 has a lot smaller DEV and user base. Because of this, the DEV crew will usually work with you on your own problems and custom content, to the extent that sometimes your ideas get implemented on the official UOx3 server (as long as they are OSI appropriate).
This kind of personal support -although sometimes slow because of real life- sets UOx3 apart from the other EMUs.

Yes.
In fact, the maps to the "other" realms are supported, but you have to create your own gates/teleporters to get there. And there are no decoration packs available.
Did Reniassance include the Second Age maps? There are limited teleporters to the second age worlds, but not a lot of decorations/NPCs. Lucky for you, the T2A maps are pretty much all hardcoded decoration wise, and adding NPCs is easy.
As for mainland Britannia, Xuri's worldile packet is the best complilation of pre-set decorations you can get. If you'd like to get a bit more, you can check out my (Stranf's) Worldfile. It includes most of Xuri's decorations plus a few more goodies and pre-copied NPCs and spawners. Don't forget the Community Spawn, unless you want to personally add monster/NPC spawn points across all of Britannia (tedious).
The Downside to Stranf's worldfile is that I took a hard-core RPG approach. We tried to stay as close to original (1996) OSI as possible while maintaining and atmosphere similar to that of Ultima IV.
Combat is more difficult, and as such my weapons and monsters are balanced differently. But on the flip side, it comes with more custom content and scripts to work with.
The best suggestion for starting up is use the Community Spawn and Xuri's Worldfile. Play for awhile and see what you like/dislike then start to build a custom shard. You can even start a seperate shard with my worldfile and see if you like my custom content. Most of my scripts can also be added individually without affecting the monster/weapon balancing.
Hope that helps! Enjoy the Uox3 community!
