No NPCS...

I start up the server enter the game and... no npcs i tryed to teleport to all cities but no npcs even a single one. Can anyone help me with this problem? 
Download the above file, unzip it, and make sure the contained file "Spawn.dfn" ends up in your UOX3/DFNDATA/SPAWN/ folder. Restart the server, and you should have some NPCs spawning all over the place!
