Looking to setup a temp server

I would like to be pointed in the right direction about setting up my own temp UO server. Its a place for my friends and I to hang out playing an MMO before SWTOR. I would like to have a Pre Pub 16 server if possible with the full world spawned and setup without having to spend hours developing it. I know how to develop a server I ran several back in 02 and 03 because I hated pub 16.
Could someone point me in the right direction if possible?
