regions.dfn troubles and why

i have figured out this. kinda remmeber this same problem on lonewolf when mutli maps was added.

regions was built on a idea of Main World region being last and all the towns and dungeons under it was sub regions.say anything under them would be a subregion to them.

well region code enver changed to handle mutli maps.

so when we did this

all the dungeons and other maps under felucca region we ended up makeing them a sub region to fel so didnt matter if we added MAP or World check to the script still was thinking it was all world 0 and its subregions.

So basicly on the long note region code would need over hualed. To support multi maps.
