I did a Search, but I couldn't find anything about this...
When I create a NPC, their skin is gray and I can not remove any of their clothing with the Remove command, nor can I click & drag the clothing off from their paperdoll like the guide says to do. Only their weapons can be Removed and given to them. Anything they wear can not be. What am I doing wrong?

It's not exactly an unknown bug, but it's an elusive one. It has been present since UOX3 0.70.x versions (and long before that as well).
At times (random, I haven't found a way of reproducing it over and over - though it might happen more often with newly created characters) targeting things on paperdolls stops working. Whether it's your own paperdoll or someone else's (players or NPCs) doesn't really matter. A way to fix targeting on your own paperdoll is to remove the items and re-equip them, or sometimes to re-login. This suggests to me that we're somehow not updating the items from server to client properly, perhaps some packets are sent in the wrong order or something?
Basically what happens when you encounter this bug and try to target something in a paperdoll, is that ..well.. either nothing happens, or the changes you're trying to do are applied directly to your own character instead.
