I noticed anything we add from world builder is auto set to decay

Is there a way we can have this changed so anything added from it can be set to nodecay without having to type a extra command.

Indeed. There's an INI setting that should've been set to 0 by default to make "blank" items added outside of the DFN system non-decayable:
BASEITEMSDECAYABLE=0

It's counterpart, the setting for DFN-items, should be set to 1 by default:
SCRIPTITEMSDECAYABLE=1
