bug with custom smithing menu

Trying to create a smithing menu for dull copper but the menu wont show up.

[SUBMENU 201]
{ Blacksmithing
MENU=201 // armor
MENU=202 // shields
MENU=203 // weapons
}
[MENUENTRY 200]
{
NAME=Previous Menu
SUBMENU=201
}

This is just a small section of the script. So far all attempts have failed. I've tried editing the menu numbers above and in the skills.dfn. I thought my own version of the blacksmithing menu could be the problem so I switched to the original and still no luck. If you want to me to post the full script I will.
