In tinkering.dfn a skull with the ID of 1ae3 is listed a resource to make skull candles there. The only other place I find this skull mentioned is looking at skeletons.dfn, where I find it set to movable=2.
As far as I know, the only place to actually get this skull, is loot. Well, the other day we killed a bone magi who dropped an unmovable skull. I'm sorry for not retrieving the ID of that particular skull, but at any rate, I something's fishy.
