A small error when placing boats and ships

Whenever you place a boat in a bad location you get the message "you can't place your house here."

Hmm me thinks we use a generic check for houses and boats.
If that's the case, we should just change it to "you can't place that here".

Will be fixed in my next CVS commit, along with a fix for another bug which stops you from placing boats in what should be valid locations near statics.

Fixed on CVS and in UOX3 0.99!
