[FIXED] DISPLAYDAMAGENUMBERS and ATTACKSPEEDFROMSTAMINA INI settings

DISPLAYDAMAGENUMBERS and ATTACKSPEEDFROMSTAMINA INI settings

UOX3 version: 0.99.2b

Issue: The DISPLAYDAMAGENUMBERS and ATTACKSPEEDFROMSTAMINA settings in UOX.INI are not applied correctly. Instead of updating their respective settings, they currently just overwrite the DISPLAYHITMSG setting..
