[FIXED] Opening Scroll

Here we stuff all the bugs we've managed to squash/squish/squelch.

Opening Scroll

I've tried two accounts, the admin account and a player account, and irregardless of being a gm or player, the opening scroll (Welcome to UOX3 have a good time etc.) *found in dfndata/misc* does not open when a player logs on.

I am now using the latest experimental 3 build.

Hmm the server seems to be friendlier to me now. It opens for characters (and doesn't give me all the "can't find elemtal" errors on startup) I guess it just got over it...or something...

Was unable to reproduce the update scroll not opening, or see any reason code-wise where it wouldn't.
