[IMPLEMENTED] Reload teleport.scp on the fly

Reload teleport.scp on the fly

There is no way to reload teleport.scp on the fly, the server has to be restarted, which is very inconvenient when you're testing out many changes to the teleport-file.

I will add this to the DFN reloading. Unfortunately (because we only allow 0-9 for reloading keys) you can't reload it individually, but at least this way you can reload it.
