'refreshmax

I'd like to propose the addition of a command called 'refreshmax.
Where the server time-outs for sending packets is increased.
I have a problem (being on slow dialup) with characters seeing heavily objected regions. Sometimes a "refresh" will not do the trick and send all of the objects. So the characters miss things.
I requested that the 'refresh command timer be increased but was told this would cause a lot of lag and strain on UOX3. I understand this.
That is why I request a 'refreshmax command that can be enabled or disabled by the shard master. Perhaphs it could have a time-out of up to 8 seconds.
This should be enough for the players on my shard to load a custom house and it's objects. It would also allow me, as a GM, to create custom locations for a quest and then "wiping" the buildings when the quest is done. (something that can't be done if I hard-code houses on worldforge.)
Since my shard usually has no more than 4 players at a time, an occasional 8 second refresh burst will have no ill-effects on my shard and would, in fact, enhance play as my characters will have access to locations that only those on the same computer of LAN have access too.
Hopefully such a think would not be too-hard to code. (as I assume it would just involve copying the 'refresh command and increasing the time)
I would appreciate it, if someone would impliment this, or a better method, and/or tell me how to do it.
