Consider the option that someone creates custom JS scripts that depend on the light/date/time-values from that [worldlight] section. If the server resides on a remote location, and they use say FTP to update the files, whenever they upload a new version of said UOX.INI, the values, the age of the shard (how many days it has been running), the light values - all will be overwritten. Not so if they were saved in the SHARED folder instead.

Save light/date/time-data in shared folder instead of UOX.INI
I suggest moving all the dynamically changing parts of the [worldlight] section in UOX.INI to their own file in the SHARED folder, seeing as it would make more sense to save them along with the rest of the shard's dynamic data.
