Edit - Implemented as FIRSTLOGIN tag in accounts.adm that is automatically set by UOX3 upon a player's first login.

when account is created ingame or inclient login any way

it should get a TIMESTAMP=8/11/2021 or something it really don't need the year it was created
it can just be the month and day

then a js command that can fetch the information

Do something crazy in code since they have HAD ACCOUNT for 30 days OR MORE

Great request, that's something that could be really useful for creating custom features (not just the Veteran Rewards stuff from regular UO). I've created a task to track this on the UOX3 Trello Board, so it's not forgotten.

what back when, every character couldn't be deleted until after 7 days. We added that capability to Wolfpack. But we didn't do it on account.

I think for UOX3 only a "lastOn" timestamp is tracked. Creation (or first login, for accounts) timestamps for both accounts and specific characters could be useful for a variety of things; veteran rewards for accounts, character deletion rules, tracking character age, etc.
