Static Freeze and Static Melt command
We need both of this commands to be in-game, as this would help a-lot since there is limited tools.

Or just figure out what changed that freeze utility doesn't work anymore.
Last thing the UOX3 code base needs is more hacks, especially concerning the uo data files. And, if one doesn't change the default ini file, then one can corrupt the client files for a misinformed users.
