something like ticks per second ?
it is normally 4 ticks per sec (1 tick = 0.25 sec) in OSI. i have checked out the sources a bit but i couldn't actually find something like tickspersecond to control in-game timers properly. where actually are they checked and what is the interval ?

Not entirely sure if it's what you're after, but have you looked at what the following UOX.INI settings do?
As an example, the lower the CHECKNPCAI value is set to, the more often UOX3 lets the NPC do stuff (like move, or start new actions, select new targets, etc).CHECKITEMS=1.5
CHECKBOATS=0.75
CHECKNPCAI=1
CHECKSPAWNREGIONS=30
