Well, now I can say that it is almost impossible for an npc hit a blow while character in running. The NPC touch the target but never hit a blow, uncommonly. Players also have much hardship
in hitting the target that is in running /fleeing, even if "shocking/confronting" to him several times. Could be increase the success rate in these cases.

There is in theory already something in place to allow faster hits against fleeing targets, but maybe there should be something for running targets as well.
Keep in mind you can improve on how often the NPCs perform action by adjusting the CHECKNPCAI setting in UOX.INI, which should also make them hit faster in combat. The lower the value (towards 0), the more responsive the NPCs become (but the server performance is also affected, so use values that don't kill your server!).

Okay, if you change the CHECKNPCAI in uox3.ini would make them hit the target often during a race, but which would make players hit other players or NPCs more easily while they are running?
