Exactly what steps led up to your specific problem Setting up Scribe NPC in Lycaeum. When NPC placed he was selling maps and sextants but no blank scrolls. It appears that he is also selling dud pens as when they are double clicked on you get the "You can't think of a way to use that item" message.
Have you re-started the server - Yes
Has this happened multiple times / to multiple people? Multiple times yes - different people no
Anything else of importance.

Blank scrolls (and books) have been added to ScribeShopping SHOPLIST, and new scribe-NPCs have been added that make use of this list.
Pens & Ink that you buy from the vendor should now work similarly to using the Inscription skill directly - it will ask you what you want to place a spell on, then you can target a blank scroll.
It's on the CVS.
