Community made spawn.dfn to populate the UOX3 World
I bow before the master, it worked!
There was a pause at the same place, but instead of crashing it booted up, and logging in I now see NPC's
What was the problem you fixed?
I guess I need to learn JS *Shakes head*...
I'm a web developer, just never conjured up a reason to learn JS before.

Basically what was happening was that UOX3 was having trouble looking up the tiledata information about locations where it was attempting to spawn NPCs. It has currently two methods for doing so - one specific to pre-7.0.9.0 clients, one specific to post-7.0.9.0 clients. It was trying to use the post-7.0.9.0 version in your case, which won't work with tiledata files from earlier clients. Was a relatively easy fix in the source-code (that part is c++, btw) once I figured out what was going on.

Having some difficulty populating my world
When I added the spawn file to my DFN folder, the server loads up, then simply stops working. I assume I'm screwing it up somehow because I'm very newb here. I got the doors and other stuff added with the other folder. Spawn just aint happening...

Hm. If you're using a client version lower than 7.0.9.0, get the latest experimental build, which contains a fix for a server crash related to spawns.
