could it be possible to make a default world or something with preset NPCs and such for the average person to play on and learn from... like a learning world you could download or something

By default, it's an empty, offline world yes. But it's possible to transform it to a decorated & populated online world if you want to :) And your wish has come true, here are files for both decorating the default world, as well as providing NPC spawns (both shopkeepers, animals and monsters):

Worldfiles w/decorations
From the Downloads-page:
http://www.xoduz.org/files/uox3/worldfile006.zip
Description:
Currently contains basic decorations, doors and signs for all mainland Britannia towns, plus Nujel'm.
Instructions:
To use, download and unzip to UOX3/SHARED/ folder, overwriting the existing files there. Note that this will also overwrite any existing worldfiles you may have, including characters and any items placed in the world.

Worldspawn file
From a sticky thread in the general discussion forum:
http://home.arcor.de/matthias.nies/binary/dfndata.zip
Description:
It currently spawns most of the npc vendors to the towns, some random folk and pets in the town of Britain, some farmers and farm animals in the farmlands, many different creatures to the outside world and dungeons, and reagents all over the world. But it still isn't complete, better see it as a good starting point and adapt it to your needs.
Instructions:
Unzip, then place the contained spawn.dfn file in your UOX3/DFNDATA/SPAWN/ folder. The rest of the files in this archive are redundant, as they've been merged into the main UOX3 files since this download was made available.

cool thanks

I've always been into editing and creating worlds, although I've never played ultima online (infact the last time I've even played ultima was the 6th addition "false prophet")

I've a lot to learn to say the least but I'm pretty excited about this game!

PS: you're out of norway huh? some pretty famous blackmetal bands over there
