I'm not sure which spells are supposed to work and which aren't. Here is something I noticed about Night Sight:
1: If the spell is in your book and double clicked it says "you don't have that spell". (If you try to re-add the spell, it says "you already have that", as it should)
2: If you cast Night Sight from a scroll you get a fancy effect, but if your mage is stuck in a dungeon with Lightlevel=15, good luck trying to get out. No light.

This works for me, did you target your char after you used the scroll?
1: go to the options menu, and under the eyeball CHECK both darknights and colored lighting.
2: Wait for the worldlight to update until it is pitch back.
3: Cast Nightsight (I was actually able to do it from the spell book from a different PC, go figure.
PC says In Lor, sound effect plays, and magic is drained but I get no visible light on the screen, it is still pitch black.
I targeted the PC by Shift+Ctrl and clicking on the name, by clicking on the PC, and by clicking on the health menu. All three ways of targeting the PC failed to produce and usable light.

How high is the magery skill of your PC?

Nope, night sight does work with dark nights activated.
Now I see why it doesn't work for you. Night Sight uses the value of the global bright light level as the light level for the spell. So if you do 'setbrightlight 15 you set that level to a pitch black value and night sight doesn't seem to work.

I have a question that is relating to my Night Sight as well as my world-light scroll.
If I tag all the dungeon regions as dungeon (shouldn't this be the default in Uox3? I wonder why that hasn't already been implemented), and set the dungeonlight = 15,
When PC enters the dungeon it should go pitch black with Dark Nights on. (This is what I want).
If the PC enters the dungeon and casts night-sight, does it use the 'brightlight setting? Or the dungeonlight setting?

It should probably be like that by default, yeah. Just needs someone to actually do it
